About RTC

Resource Technologies Corporation (RTC) has been in the mineral property and mineral business evaluation and appraisal line of work since 1980. We provide services to financial institutions, businesses (large and small), various national, state, and local governments, as well as numerous private individuals throughout North America.  In short, our specialty is to determine the value of a resource or mineral reserve, as well as the value of mineral or mineral related businesses. RTC works with oil and gas, coal, crushed stone, sand and gravel, granite, gold, water, clays, and other industrial minerals. We have completed appraisals of properties and businesses representing values of thousands to billions of dollars – small mineral deposits to large integrated institutions including captive mines and power plants and integrated aggregate quarries and construction firms. A significant portion of our business has recently focused on providing valuation assistance for financial or estate planning to land owners that are leasing Marcellus shale and/or other mineral commodities.  Our staff provides expert testimony in state and federal court cases.

The RTC Senior Staff

Our Senior Appraiser, Mr. Jeffrey Kern, is a tested and recertified senior member of the American Society of Appraisers (ASA) and is a certified general appraiser in numerous states.  Mr. Kern has taught appraisal and assessment courses to professionals requiring continuing education credits.  He is also a member of the American Institute of Mineral Appraisers, the International Association of Assessing Officers, a member of the Board of the International Mineral Economics and Management Society, the National Association of Independent Fee Appraisers, and has been certified in Pennsylvania as an ad valorem property tax evaluator.  He has been or is currently certified as a general appraiser in Delaware, Maryland, New York, New Jersey, Pennsylvania, Ohio, West Virginia, Kentucky, Connecticut, Massachusetts, Iowa, Indiana, Florida, North Carolina, Georgia, and Alaska.

Mr. Kern is the author of the Mineral and Mineral Appraisal Chapter in Property Taxation, 3rd Edition, Institute for Professional in Taxation.  He has written articles and/or taught courses concerning mineral valuation for the Society of Mining Engineers, International Association of Assessing Offices, Association for Application of Computers in Mining, Mineral Economics and Mining Society, and various State Appraisal Boards.  He is the Author of the U.S.G.S. textbook – “The Use of Aerial Photography in Surface Mining Analysis.”

Our Senior Geologist, Mr. Patrick Federinko, is a mining operations specialist with 14 years experience in the aggregate industry.  He has permitted “green field” sites as well as reopened older abandoned mine sites.  His experience in both coal and noncoal mine permits has included stream relocation and wetland mitigation projects.  He has been successful in obtaining permits through multiple state agencies as well as federally appointed commissions.  Pat’s experience includes providing expert testimony as a witness before zoning hearing boards.  Pat has a vast body of knowledge and experience in Karst terrain and its peculiar hydrogeologic habits.  He also has experience in mine planning, producing long-term and short-term mine plans, and modeling multi-seamed mine sites in 3D utilizing computer aided design software.

Pat also has 7 years of experience in the petroleum industry.  He worked in the Appalachian Basin as a Field Development Geologist and Well Site Geologist, drilling oil and gas wells in Pennsylvania and New York.
